Dr. Manabendra Nath Roy is a former Indian Administrative Service officer (1980 batch, West Bengal cadre) who retired as Additional Chief Secretary, Government of West Bengal. With an M.Tech from Kolkata University and a PhD in Social Sciences from TISS, he brings a rare blend of technical expertise and governance experience. Through his leadership of SIGMA Foundation, he has advanced community-centric models of adaptation, urban resilience planning, and decentralised governance.
